Under EC2020-485, on May 13, 2021, the appointed Electoral Boundaries Commission created six wards from five former communities, with one councillor to be elected from each. On November 7, 2022, the Rural Municipality of West River elected its first Council after amalgamation.
Helen Smith-MacPhail lives with her family in the neighbourhood of Meadowbank in the Rural Municipality of West River. She had the role of Mayor in the former Rural Municipality of Meadowbank prior to the amalgamation of West River, She was an active participant in the West River Working group that led to the amalgamation of the five former communities of Afton, Bonshaw, Meadowbank, New Have-Riverdale and West River into the RM of West River.
After the amalgamation, Helen was appointed as the mayor of the new RM of West River and held that role until she was elected mayor in the Municipal Elections on Nov. 6th, 2022. I was born and raised in Meadow Bank also schooled in the one-room school until going to Charlottetown for continuation of my education.
I retired from the Canadian Military in 1997 after 32 years and then returned to Meadow Bank in 2000. During my military service, I still remained a permanent resident of Meadow Bank.
Shortly after my return to Meadow Banks, I became involved with the community, serving on the council for two terms, followed by the working group prior to the amalgamation of the Rural Municipality of West River, where I remained as a councillor appointee and then was elected to the council to represent Ward #3 Elliot in 2022.

Lillian MacCannell was born in Canoe Cove and moved to Toronto in 1967, returning to Canoe Cove in 2015 after living in Ontario, British Columbia, Alberta and Nova Scotia.
Professional experience includes the insurance industry and operational positions with North American Van Lines Inc. in several provinces. In 1996 Lillian joined Canada Revenue Agency in Halifax and was employed there until her retirement in 2013.
Since her return, Lillian has joined the Canoe Cove Community Association and Women's Institute and the provincial PEIWI Board of Directors. An Inman descendant, she has operated the canteen at Lloyd Inman Memorial Park for several summers and works for H&R Block during the tax season. She is a mother and grandmother, an avid reader and has enjoyed international travel.
Lillian was elected as a Councillor for Ward 4 in the Municipal Elections on November 6th, 2022. She looks forward to working with the Council and community on issues affecting the RM of West River, including participating as a member of the EMO Committee.
